President Samia appoints new leaders to Key Public Institutions

President Samia Suluhu Hassan has appointed a new team of leaders to head several strategic public institutions as part of her continued efforts to strengthen governance and service delivery across the country. 

The appointments were announced in Dodoma on April 5, 2025, through a statement released by the Chief Secretary, Ambassador Dr. Moses Kusiluka.

Among the new appointees is Prof. John Wajanga Aron Kondoro, who has been named the Chairperson of the Tanzania Commission for Science and Technology (COSTECH). 

He replaces Prof. Makenya Abraham Honoratus Maboko, whose term has ended. Prof. Kondoro is well-regarded in academic and innovation circles, particularly in the field of Information and Communication Technology (ICT).

 His appointment is expected to bring fresh energy and strategic focus to Tanzania’s efforts in science, research, and technological advancement.

In a bid to sustain institutional continuity and progress, the President has reappointed Prof. Emanuel Amaniel Mjema as Chairperson of the Governing Council of the Institute of Finance Management (IFM) for a second term. Prof. Mjema, a respected expert in economics and public finance, has overseen key reforms at IFM, enhancing its reputation as a center of excellence in financial education and professional development.

Also appointed is Engineer Mwanasha Rajabu Tumbo, who will now serve as Chairperson of the Board of Directors of the National Environmental Management Council (NEMC). 

She takes over from Prof. Esnat Chaggu, whose tenure has ended. Engineer Tumbo brings with her extensive experience in environmental engineering, infrastructure, and leadership in the public sector. 

Her appointment signals the government’s commitment to strengthening environmental governance at a time when issues such as pollution, land degradation, and climate change are gaining national and global attention.

In the mining sector, President Samia has appointed Retired Inspector General of Police and Ambassador Simon Nyakoro Sirro as Chairperson of the Board of Directors of the State Mining Corporation (STAMICO). 

He replaces Retired Major General Michael Isamuhyo. Ambassador Sirro’s experience in security, public administration, and diplomacy is seen as a valuable asset in overseeing the operations of STAMICO, an institution central to Tanzania’s ambitions to grow its mining sector and increase transparency and accountability.

Meanwhile, Ms. Rosemary William Silaa has been reappointed as Chairperson of the Board of Trustees of the Medical Stores Department (MSD) for a second term. 

Her leadership during the previous term was marked by improvements in the medical supply chain, enhanced operational efficiency, and stronger accountability within the institution. 

Her reappointment reflects confidence in her ability to continue supporting the government’s healthcare delivery efforts.

The newly appointed leaders will be expected to play a critical role in supporting the government’s key development agendas and reform initiatives, particularly under the Third Five-Year National Development Plan. 

Each of the appointed individuals brings a wealth of professional experience and leadership skills that are vital to the institutions they will lead.

These appointments demonstrate President Samia’s focus on merit-based leadership and her commitment to ensuring that public institutions are managed by individuals with proven capabilities. 

By combining reappointments with new faces, the President has struck a balance between continuity and innovation ensuring institutional memory is preserved while introducing new perspectives to drive transformation.

As Tanzania accelerates its journey toward inclusive and sustainable development, the performance of key public institutions will be central to achieving national goals.

 The newly appointed leaders are expected to work collaboratively with stakeholders, embrace transparency, and deliver tangible results for the benefit of Tanzanians.
