ZBC, TCRA strengthen partnership to improve broadcasting

The Director General of the Tanzania Communications Regulatory Authority (TCRA), Dr. Jabiri Bakari, on April 15, 2025, held a strategic working session with a delegation from the Zanzibar Broadcasting Commission (ZBC), led by the newly appointed Executive Secretary, Mr. Hijji D. Shajak. 

The meeting, held at TCRA’s Zanzibar offices, focused on enhancing institutional collaboration to further develop the broadcasting sector in the United Republic of Tanzania.

Speaking during the meeting, Dr. Bakari emphasized the importance of continued cooperation between the two bodies. 

“The relationship between TCRA and ZBC is not only historic but also crucial in ensuring that the broadcasting landscape serves all Tanzanians equitably,” he said.

 “We are committed to working hand-in-hand to strengthen regulatory frameworks, improve service delivery, and expand access to quality content.”

A central point of discussion was the progress made since the signing of a Memorandum of Understanding (MoU) between TCRA and ZBC on September 15, 2023.

 The agreement aims to enhance the reception of Zanzibar-based radio stations in the Dar es Salaam and Tanga regions and, in turn, improve the clarity of mainland radio stations when accessed in Zanzibar. 

It also focuses on the efficient use of frequency spectrum resources, ensuring optimal coverage without interference.

Mr. Shajak expressed his gratitude for the warm reception by TCRA and underscored his institution’s readiness to build on the existing partnership. 

“This meeting comes at a crucial time as we work to modernize our broadcasting systems and increase audience reach,” he said.

 “We are looking forward to continued support from TCRA in terms of technical expertise and joint initiatives that will benefit both Zanzibar and mainland Tanzania.”

To operationalize the MoU, both institutions agreed to establish a joint technical committee that will oversee implementation, review challenges, and identify new areas for collaboration including training, frequency planning, and digital migration strategies.

The session concluded with a shared commitment to promoting professionalism, innovation, and inclusivity in broadcasting, ensuring that citizens across the country have access to reliable, informative, and culturally relevant content.
