Finance Ministry backs E-Learning Africa 2025

The Deputy Minister for Finance,Hamad Hassan Chande, led the Ministry and its affiliated institutions in a high-profile fundraising dinner held in Dar es Salaam to support the upcoming E-Learning Africa 2025 Conference.

 The event, hosted at the Hyatt Hotel, sought to raise over TZS 1 billion in preparation for the continental gathering scheduled for May 7–9, 2025, at the Julius Nyerere International Convention Centre (JNICC).

The conference is expected to bring together 1,500 participants, including 50 ministers from across Africa. 

The President of the United Republic of Tanzania, Dr. Samia Suluhu Hassan, is expected to officiate the opening ceremony, while the President of Zanzibar and Chairman of the Revolutionary Council,  Dr. Hussein Ali Mwinyi, will close the event.

“The E-Learning Africa Conference is more than just a meeting it's a platform for building digital bridges in education across the continent,” said Chande. 

“Our participation as a Ministry signals Tanzania’s commitment to shaping the future of digital learning and innovation in Africa.”

Also in attendance was the Permanent Secretary of the Ministry of Finance and Paymaster General, Dr. Natu El-Maamry Mwamba, alongside heads of 19 public institutions under the Ministry, including the Tanzania Revenue Authority (TRA), Capital Markets and Securities Authority (CMSA), Tanzania Commercial Bank (TCB), Public Procurement Regulatory Authority (PPRA), Government Procurement Services Agency (GPSA), Tanzania Insurance Regulatory Authority (TIRA), Gaming Board of Tanzania (GBT), National Bureau of Statistics (NBS), the Institute of Rural Development Planning (IRDP), Tanzania Institute of Accountancy (TIA), Institute of Finance Management (IFM), Tanzania Agricultural Development Bank (TADB), Public Service Pensions Trust Board (PSPTB), UTT Asset Management and Investor Services (UTT-AMIS), Eastern Africa Statistical Training Centre (EASTC), and National Insurance Corporation (NIC).

Speaking on behalf of the Permanent Secretary, the Commissioner for Government Debt Management, Mr. Justine Japhet, announced the Ministry’s major contribution.

“As a collective, the Ministry and its institutions have contributed TZS 466 million tonight. This brings the total amount raised during this event to TZS 1.569 billion,” he stated.

 “This is a clear reflection of our shared vision and willingness to invest in the digital future of Africa.”

Representing the Deputy Prime Minister and Minister for Energy,Dr. Doto Biteko, the Minister for Works, Hon. Abdallah Ulega, emphasized the strategic advantages of Tanzania hosting the conference.

“By hosting E-Learning Africa 2025, we are putting Tanzania on the global digital education map,” said Hon. Ulega. 

“This is an opportunity to showcase our innovations, attract global tech investments, and strengthen partnerships between the public and private sectors.”

He further highlighted the broader benefits of the conference, including increased use of digital tools in education and other sectors, promotion of local innovations and startups, economic stimulation through tourism and local services, and international exposure for Tanzania’s potential in the digital economy.

“Tanzania is open for innovation, investment, and inspiration,” he added. “Let us use this moment to inspire Africa’s next generation of thinkers, creators, and change-makers.”
