The Government of Tanzania, through the Ministry of Finance, has convened a working session to review public expenditure across key sectors as part of its ongoing efforts to enhance efficiency, transparency, and accountability in the use of public funds.
The session known as the Public Expenditure Review (PER) brought together stakeholders from sectors that play a central role in the implementation of the national budget, including Agriculture, Water, Education, and Health.
Opening the session, the Director of Administration and Human Resource Management at the Ministry of Finance, Mr. Lusius Mwenda, emphasized that the Government is legally required to conduct the Public Expenditure Review annually, as stipulated in the Budget Act of 2015.
He noted that the review aims to ensure public funds are used efficiently, identify challenges and opportunities in budget implementation, strengthen inter-sectoral collaboration in government planning, and generate recommendations for improving budget execution and service delivery.
“Public Expenditure Reviews are not a new initiative. Up until 2016, these reviews were conducted in collaboration with development partners such as the World Bank, UNICEF, and various non-governmental organizations,” Mr. Mwenda explained.
He added that the Government continues to value the contribution of its partners and remains committed to engaging stakeholders in technical discussions and research at all levels.
These efforts, he said, are key to identifying new sources of revenue, managing public expenditure effectively, and driving inclusive economic growth.
To ensure sustainability and greater impact, Mr. Mwenda said the Government has decided to lead the PER process independently, enabling it to take full ownership of all revenue and expenditure management processes.
The session brought together government experts and representatives from various institutions, including HakiElimu, the Tanzania Chamber of Commerce, Industry and Agriculture (TCCIA), Policy Forum, and the Tanzania Social Action Fund (TASAF).
